Duties & Functions

City Council

  • Prepare bi-weekly City Council meeting agendas and packets
    • Attend at all council meetings as the Clerk of the Council
    • Upload council packet documents on the City’s website
  • Prepare electronic transmission of Council agendas, meeting minutes, and supplements to the Code of Ordinances in hard copy and on the City’s website

Code of Ordinances

  • Coordinate yearly update or supplement of Biddeford’s Code of Ordinances with or to  General Code
  • Maintain committee, commission, and board applications and help to coordinate appointments

Committees, Commissions, & Boards

  • Prepare of monthly Policy Committee and Capital Projects Committee meeting agendas and meeting packets.
  • Retain the City’s committees, commissions, and boards agendas and meeting minutes electronically and on the City’s website

Elections

  • Perform anything and everything regarding voter registration and the election process 
    • Prepare for and conducting as many School Budget Validation Elections as is necessary to pass the school budget each year

Oaths & Notary Services

  • Administer oaths
  • Provide Dedimus Justice services (City Clerk only)
  • Notarize documents

Permits & Licenses

  • Process sale of annual beach permits
  • Sale of annual commercial & recreational shellfish licenses
  • Collection and processing of annual business licenses - new and renewal
    • Preparation and mailing of reminder notices each licensing year)
  • Process sale of sporting licenses (fishing, hunting, etc)
    • Preparation of monthly reports and payment to the State
  • Process sale of annual dog licenses
    • Prepare of monthly reports and payment to the State

Records & Notices

  • Coordinate and ensure all publication of meeting agendas, bid notices, and other public notices as necessary
  • Receive, retain, maintain, and fill requests for all vital records (births, deaths & marriages)
    • Preparation of monthly records report and payment to the State

Registrations

  • Registration of all motor vehicles - new and renewal
  • Registration of boats, all-terrain vehicles, and snowmobiles - new and renewal

Taxes & Fees

  • Collect annual mooring fees and maintenance of mooring applications 
    • Prepare and mailing of reminder notices each January)
  • Collect Code Enforcement Office fees when their Administrative Assistance is absent
  • Collect real estate and personal property taxes
  • Collect sewer fees
