Overview
The Code Enforcement Office is responsible for the administering and enforcement of all City ordinances, as well as adopted codes relating to building construction and property maintenance.
A variety of permits may be obtained from this Office, including building, plumbing and electrical. Occupancy permits are also required for anyone establishing a new business or attempting to occupy a newly constructed building.
The Office is comprised of seven positions, each of which is assigned to a specific area of expertise, although most have been cross-trained in other facets of the Office.

Appointments & Inspections
Anyone looking to speak with Code Enforcement Officer Roby Fecteau must make an appointment by calling the office at 207-284-9236.
Inspections need to be scheduled 48 hours prior to the inspection.
The walk-in and same day inspection service ceased on Friday May 10, 2013. Please schedule appointments with the Office Manager at 207-284-9236.
Normal day to day operations such as filing complaints, reviewing property files, and applying for permits will continue.
Building Permit Fees & Timeline
Due to the large amount of applications, building permits can not be issued the same day. The applications and any plans submitted will need to be reviewed and entered into the system before they can be issued and paid for. The typical turn around time for residential building permits is 2 to 4 days. Commercial permits could take up to 7 days.

- Floodplain Management Ordinance
- Shoreland Zoning Ordinance
- The International Building Code 2015
- The International Existing Building Code 2015
- The International Property Maintenance Code 2009 (IPMC)
- The International Residential Code 2015
- The International Residential and Commercial Energy Code 2015
- Maine Subsurface Waste Water Disposal Rules
- The National Fire Protection Agency (NFPA) Codes, specifically:
- NFPA 1 Fire Code
- NFPA 31 Standard for Installation of Oil-Burning Equipment
- NFPA 70 National Electrical Code (NEC)
- NFPA 72 National Fire Alarm Code (NFAC)
- NFPA 73 Existing Electrical Code
- NFPA 101 Life and Safety Code
- NFPA 211 Standard for Chimneys, Fireplaces, Vents and Solid Fuel-Burning Appliances
- State of Maine Internal Plumbing Code
- State of Maine Oil and Solid Fuel Board Laws and Rules
- The Uniform Plumbing Code 2021
The Maine State Revised Statutes (MRSA) also governs and dictates how some aspects of the codes are determined and enforced.
Although we have listed the primary codes and guidelines that we follow, please understand that these rules can change without notice and new codes are always being developed and considered for inclusion.
