For the purpose of all elections, the City of Biddeford is divided into 7 wards. Every 10 years, the City Council establishes compact wards of approximately equal population.

The City Council is composed of 9 members who hold office for a term of 2 years and until their successors are elected and qualified. Councilors are elected by the registered voters of the city. Two Councilors are elected at large, and one Councilor is elected from each of the seven wards. All candidates must be residents of the city and reside in the ward that they wish to represent.
Councilors are sworn in to the faithful performance of their duties by the City Clerk at 7 p.m. on the first Tuesday after the first Monday in December following a biennial election.
