Dear City Solicitor Keith Jacques and City Manager Jim Bennett:

As a taxpayer, I am following the City's discussion regarding the possible Parking Garage being considered for the City of Biddeford downtown area, and its relation to the City's mil rate.  

This is a request under the Freedom of Access Act.

I am requesting copies of any and all communications which may be hard and soft copy versions, and any related documents, electronic or otherwise, that meet the following criteria;

A) Refer to, directly or indirectly, financing or financing strategy of a parking structure in Biddeford.
B) Occurred on or created between the dates of October 1, 2016 through May 26, 2017.
C) Included at least one person on the communication who was employed, elected or appointed to represent the city of Biddeford in some capacity during this time.

I am appealing for a waiver to all fees for this request. Providing this material to me, is in my personal and public interest as it appears most of these discussions are held outside of the public's viewing.  Furthermore, without these documents, the public's ability to significantly contribute to public understanding and discourse, with the functioning or participation of their government, becomes diminished.

In the case you choose not to waive fees for this request, I'd request you send me three hours worth of work and provide an estimate for the remainder of these activities. Please begin with the Mayor's communication, next with the City Manager, then by city councilor, followed by any City employee and completed with any City appointed individual based on their involvement in the project from most involved to the least.

I expect to hear from you within the allotted 5 days.
