The City of Biddeford is administering a Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD) to assist eligible applicants with the cost of rehabilitation of their owner-occupied two- to four-unit residential properties in the City's downtown (i.e., Census Tracts 252.01 and 252.02). The CDBG funding aims to bring eligible properties current with health/ safety codes and improve structural integrity, energy efficiency and curb appeal, all while offering safe and affordable housing to renters with moderate/low income for a period of not less than ten years.
The Rehab Specialist Services to be procured for the City's two- to four-Unit Homeowner with Rentals (HWR) Housing Rehab Program will include conducting inspections of subject properties; determining repairs needed to bring properties up to code and/or address substantial structural deficiencies/deferred maintenance; identifying rehabilitation costs; and providing a biddable work write-up and itemized cost estimate for 45 housing units during a period not to exceed three years.
