Yes, 5 Graham Street is within the City of Biddeford’s jurisdiction.
I have interpreted your request for public records as a Maine Freedom of Access Act (FOAA) request. The Maine Freedom of Access Act does not require the City to create any new documents in response to your public records request. That means that the zoning letter you are seeking does not fall under FOAA. If you contact the Director of Code Enforcement at firstname.lastname@example.org, he will be able to assist you with obtaining this letter.
In regards to the remainder of your request, our staff has determined that it will take two hours of staff time to fulfill. It is the City of Biddeford’s policy to provide the first hour of work at no charge. There is a $15 fee for each subsequent hour of staff time. Therefore, the total fee associated with your request is $15.
Please let me know if you accept this fee. Once I hear confirmation from you, I will instruct our staff to move forward with processing your request. In the event that it takes less than two hours of staff time to complete the request, the fee will be adjusted to reflect actual staff time.
