Subject: FOAA Requets
Under the Maine Freedom of Access Act § 402 et seq., I am requesting digital copies of all electric bills occurring between March 1st, 2022 and April 1st, 2022 for each Biddeford city-owned or operated facility.
Examples of facilities include; Fire stations, Police stations, Office buildings, Water Treatment Plants, Libraries, Museums, Parks, Airports, Garages, Street/Parking lights, Traffic Signals, Arenas, Gyms/Community centers, any other facility that falls under Biddeford city purview.
All electric bills should include:
- Electric Cost (Dollar Amount)
- Electric Usage (KWh or Kilowatt hour)
If you intend to deny this request, I will expect to hear from you within the 5 business days mandated by law. Also, if you expect a significant delay in responding to this request, please contact me with the information about when I might expect copies to be emailed to me at the email address listed below.

Hello Mr. Brophey,
Thank you for your Freedom of Access Act Request dated April 22, 2022. I have directed staff to move forward on gathering the documents that you have requested.
The City of Biddeford provides the first two hours of staff time on all FOAA requests at no charge, and there is a fee of $15 for each additional hour of staff time. We expect this request to take two hours of staff time; therefore, we do not anticipate any fees associated with the request.
I expect that I should be able to provide the documents to you via email by late next week.
