Assistant City Planner
The City of Biddeford is seeking an energetic and solutions-oriented Assistant City Planner to join the City’s Planning and Development Department. Biddeford has experienced an economic revival centered on a nationally-recognized creative community in our downtown, recently exemplified in the Heart of Biddeford’s selection as a 2022 recipient of the Great American Main Street Award (GAMSA), and Food & Wine Magazine’s ranking of Biddeford’s food scene as among America’s best. Today, Biddeford is among the youngest communities in Maine and is continuing to grow and transform as new residents, entrepreneurs and businesses relocate to our waterfront community. The city has been proactive in working with the private sector to stimulate more than $100 million in private investment over the last decade, with an additional $200 million of new mixed-use private investment, including just over 1,100 residential units, planned to be developed in the near term.
The Assistant City Planner, under the guidance of the City Planner will be responsible for multiple duties, of which the following will be priority:
- Administering the City’s land use regulations through the development review process including subdivision, site plan, and municipal shore land zoning review
- Assist in the completion of Biddeford’s Comprehensive Plan, and its subsequent implementation through amendments to Biddeford’s land use regulations, notably around climate change adaptation and mitigation, conservation of significant natural resources, promotion of walkable and transit-oriented development, and in support of new housing creation.
- Staff the Planning Board, Staff Review Committee, and the Conservation Commission.
Municipal land use experience in Maine is preferred, but not necessary. The successful candidate must demonstrate strong communication and data analysis skills as well as a thorough knowledge of the principles and practices of municipal land use planning and zoning including ordinances, processes, and regulations. Experience in or knowledge of subdivision or site plan review is a plus.
A Bachelor’s Degree in land use planning, urban planning or a closely related field is required. A Master’s degree in urban planning or related field and/or AICP certification is preferred.
