There will be three presentations at the meeting. The City Manager will present information about Fiscal Year 2023 Capital Projects, the Climate Change Task Force will present an update to the City Council on their recent work, and there will be a presentation from Biddeford Community Gardens.
The Mayor will read a proclamation supporting local businesses during the pandemic. The proclamation urges all residents to wear appropriate masks in all public settings, as well as to be patient and understanding of the challenges that are posed by the pandemic that are beyond our control.
At the meeting, the Council will consider authorizing the use of funds from the American Rescue Plan Act to replace lost revenues that occurred as a result of the pandemic. Staff has identified that the City is eligible to use $3,650,862 for this purpose of the total $9,759,098 that the City was allocated. This action is recommended in order to allow the funds to be used for any purpose. The Council will also consider a connected recommendation to use a portion of those funds to eliminate the internal loan between the City's General Fund and the Wastewater Treatment Plant Fund. It is currently estimated that the amount of the internal loan has been reduced to $1,694,572.
The Council will also consider the Mayor's appointments to the Ad Hoc Housing Committee. This short-term task force will review and make recommendations on the housing issues facing the community.
